Jennifer was raised in Baltimore by Elijah and her mother Joyce Cummings, having a half-sister named Adia Cummings and a stepbrother from her father’s previous relationships.

She enjoyed spending time with her grandparents, Robert Cummings and Ruth Elma, while also being close to her uncle James. Her father remarried after her mother Joyce’s divorce, and Maya Rockeymoore became her stepmother. Jennifer attended a local high school in Baltimore, where she was mainly interested in playing sports and spending time with her friends. After matriculation, she enrolled at the University of Maryland and received her bachelor’s degree in 2007. She continued her education at Howard University and graduated with a master’s degree in 2009.

He was raised in Baltimore with his six siblings by his father Robert and his mother Ruth Elma, both of whom were sharecroppers. In 1962, Elijah and friends set out to integrate a segregated swimming pool in South Baltimore. He attended Baltimore City College, graduating in 1969, and then enrolled at Howard University in Washington, DC, where he was a member of the Phi Beta Kappa Society.

He graduated in 1973 with a bachelor’s degree in political science, then continued his education at the University of Maryland’s School of Law, graduating with a juris doctorate in 1976 – he practiced law for 19 years before being elected to the United States House of Representatives. He served as president of the Legislative Black Caucus of Maryland, served on the board of trustees of SEED Schools, and on the board of advisors of the University of Maryland Law School.
Elijah lived in the Madison Park community in Baltimore, where he was a member of the New Psalmist Baptist Church. His first wife was Joyce Matthews who gave birth to Jennifer while Elijah already had a son and a daughter from his previous relationships.
After divorcing Joyce, he married Maya Rockeymoore in 2009. called Elijah’s cousin Christopher Cummings was murdered at the college he attended called Old Dominion University in Norfolk, Virginia in June 2011.
Elijah developed health problems in 2017 and had to undergo surgery to repair his aortic valve, after which he contracted an infection in June 2017. He died on October 17, 2019 from, as his spokeswoman said, “complications related to long-term health problems.” His funeral took place on October 25, 2019 at the New Psalmist Baptist Church in Baltimore attended by his closest friends and family – some of those in attendance included Barack Obama and Bill Clinton.
